Ask the HR Girl: What to do post sexual harassment training?

Dear HR Girl,

We recently conducted sexual harassment training because of an ongoing issue we had at the company.  After the training, there seems to be an increase in allegations and this joking about behavior after the training has become common.  Is this how this process works once training is complete and what if anything can I do as the person that does HR?
